I take the liberty of addressing Your Excellency upon the necessity that exists in Hongkong, for the formation of a Hospital, or of some such establishment, where servants of Government, Police, or others not entitled to Military or Naval Professional attendance, may be provided with means of cure, when labouring under sickness. The extent over which the Police Stations are necessarily placed, renders it difficult to give efficient Medical Attendance upon them all, even in cases of ordinary sickness, and in the severe illnesses unfortunately too frequent in this Climate, it is impossible that due attention can be paid, or that the necessary comforts and attendants can be procured.
